Bob Ferguson (Leonardo DiCaprio) is a washed-up revolutionary who lives in a state of stoned paranoia, following a violent fall-out with his nemesis, and has been surviving off-grid for 16 years with his spirited and self-reliant daughter, Willa (Chase Infiniti).

When his old nemesis Colonel Steven J. Lockjaw (Sean Penn) resurfaces, and Willa suddenly goes missing, Bob (DiCaprio) is forced to assemble his old comrades and battle the consequences of their pasts that he has long tried to outrun, in order to rescue his daughter.
